Removing The Featured Panel
Remove Featured Panel But Retain The Featured Sidebar.

This is easily done by simply selecting the "Page + Featured Side Panel" template from the Page Attributes (Template options).
Once done, you'll see the featured gallery panel disappear to allow the page content to move up into its place.
